Thanks to everyone who commented/critiqued on this; I really appreciated it.

The most noticeable fixes are the reflection in the water, the addition of street lights, the addition of rain, adjustments to the lighting/reflections, and some other minor touch-ups.

So is this purely a full drawing overlay using that reference photo just as a slight base? I cannot imagine doing this! Was this just done in photoshop or where would you start on creating something like this? I would like to make a similar awesome rendering of my current car.
